Having hit a wall in my own initial sleuthing, I am turning to the public who often does such a masterful job of solving mysteries and piecing together clues that lead to answers.
Here are the facts:
In 1982 an internal investigation was conducted by the State Department when seven girls between the ages of 6 and 12 accused William Frances Mulcahy, a senior diplomat at USAID based at the US Mission in Abidjan, Cote d’Ivoire, of sexually molesting them over a two year period. In spite of the facts, Mulcahy was protected by the State Department, who claimed that he had diplomatic immunity and (at the time) there was no federal law against pedophilia so no crime to charge him with (yes, you read that right). He continued to work for USAID until he retired and then went on to become a Eucharist Minister in Massachusetts, running the children’s program. He was finally stopped in 2003 when he was caught red handed raping an 8 year old girl.
I was a central figure in the initial case as William Frances Mulcahy was my best friend’s father, so he had frequent access to me. The times he assaulted me (from the time I was ten until I was twelve) number in the hundreds.
In 1992, when I was 22 years old, a therapist urged me to contact the State Department to get them to cover the costs of my therapy. With almost no discussion, they had me fill out a tort claim in which I detailed what Mulcahy had done to me, and then they cut me a check for 20,000 dollars and told me to not bother them anymore. That is what I did.
Until I wrote down the story.
Upon publication of the book last year, I have tried to access the files of the investigation, the cover up, and the payoff. So far all I have been told is that no files exist. I cannot believe this is true, and I don’t know how to proceed. Is there anyone out there that can help me with this?
